if they get to 70 & the mistake is noted & they pay a free etc fair enough however with betting on football there will be a court case for sure & more importantly than that it makes a contest unfair..........i'll also add that if a side is at the limit lets say 12 minutes into the last term & a player breaks an arm, leg etc why should that side be penalized a player short when they would obviously have no knowledge an injury like this will occur ?

The simplest solution is to save 1-2 interchanges at the end for this.
Looks like teams are keeping well within the caps as it is - the only time I've seen the vests for hitting the cap out was last week when South hit their limit.

What could be a problem is
A team is sitting on 69 rotations
The opposition wary of this could wipe blood on an opposition player to have him sent off

What could be a problem is
A team sitting on 69 rotations
The opposition wary of this could attack the opposition players with more vigor or intent, knowing that injured players can not be replaced without penalty
Which ever way you look at my quite absurd scenario , teams must not put themselves in a position of vulnerability

SANFL RESERVES MATCHES
I had not known this until today
All 4 quarters go for a maximum of 28 minutes
I will assume this happens so the League teams can get on to the ground and have a preparation to start on time
Should these games start earlier ?
Should it be with a time on factor included ?
How long have these 28 minute quarters been in vogue ?

South defeated Adelaide Crows today in the League match
The winning goal kicked 29:50 into the last quarter
Thats 1 minute 50 seconds after the quarters finish in the reserves grades
Will there be time on in the last quarters of Reserves games in 2017 ?

Not 100% sure but think this may have been as a result of the 2014 Reserves Grand Final. Eagles had 2 players (and Sturt possibly 1 player) go down with potentially serious injuries that required a lot of attention from docs and trainers which meant the last quarter had to be shortened due to the time certain start for pre-match stuff for League game.

SA V VIC STATE GAME
The following rules will apply
OUT OF BOUNDS
No last touch out of bounds rule , only a deliberate rule
The SA rule is consistent and easier to umpire
The deliberate rule is harder for umpires to adjudicate
PENALTIES
50 Metre penalties
The 50m exsists in the VFL
It is 25m in the SANFL
INTERCHANGE
No caps on interchange rotations
The VFL has no interchange cap, its unlimited
SANFL is restricted to 60

I saw this in the WA V PA game 9/7/2016
PA were awarded a free kick in the vicinity of the PA half back line
The ball was meters away from any player
The umpire retrieved the ball and relayed it to the PA player
Ive seen this several times over the years
Should umpires be allowed to do this or not ?

Yes, and if they don't return it to the player on the full they should award a 25 metre penalty against themselves.

The distance a kick needs to go to be paid a mark needs to be looked at I thought it was 15 meters? some of the kicks seem to go about 5 and get paid, especially from the kickins

There is a disconnect between this rule and the running too far rule/
Numerous marks are paid for very short distances, but players can run 20 metres regularly without bouncing and they're rarely called as a free.
Not saying they should, but the distance difference is vast.

I think the distance a kick needs to go should increase to 25m. Or it has to go at least 15m from both the mark and where it is kicked. Some players seem to go back 10 meters and then kick it 15 forwards for a net gain of 5 metres. Makes the stats look good but doesn't really do anything for the game.

I am not a fan of rule changes as such.
But along a similar theme, what difference to the game would people perceive, if you kick it backwards in your defensive half and a teammate marks it, then it is play on?
Would this change make a big difference in today's environment where often half the ground is bereft of players?
It would perhaps stop people burning the clock with only minutes to go.

If half the ground has no players a lot of the time, then there should have to be six players from each team in one half of the ground when the ball is in play.
I know it won't be liked by many, but that should help scoring more because it will be less congested and at least you have something to kick to up ahead.

Yeah i agree, don't change the rules' ''just for something to do'' however the play on when kicking backwards in defence has been used in the VFL, i don't know if it still happens but it is one rule change i'd be happy with

They don't use it in the VFL anymore I don't think. From some of the games I saw with the rule it didn't seem to make much difference because they would only ever kick backwards to someone who didn't have an opponent anywhere near him anyway.
I have had the same thought as Uncle Huey though, the ball should have to travel a minimum of 15 metres from the mark, not from where it is kicked. Otherwise a player wanting to wind the clock down can go back 20 metres behind his mark and kick it forward 15 metres to a teammate.

Already almost happens
When players take a mark, this can often happen
A person shooting for goal is allowed 30+ seconds to shoot for goal
A person marking in defence is allowed less than 10 seconds to kick the ball[and told to play on]
Why the discrepancies in time in different parts of the field ?
