If refugees become "Australian Citizens" through the correct channels, then they should be able to live without any restriction (other than the legal restrictions given to ordinary Australians in law).
If an American person comes into our country on a visa for work/travel or whatever else, then they are required to log a number of things, including where they are staying.
I have absolutely no issue with someone in our country who is not a "full" Australian citizen being required to be "registered" with the government. I think checking in/registering with the police is a touch too far, unless they have a prior criminal history, but that's just my opinion.
