SANFL RULE CHANGES FOR SEASON 2020

A four-player interchange bench and increased player rotations are among a number of new rules to be introduced in season 2020 for the SANFL Statewide Super League and Reserves competitions.

SANFL Football Operations Manager Tom Hurley said the increase in the match day squad size to 22 players for all 10 clubs – already in place in the Torrens University Cup Under-18 competition – would reduce the impact of injury on the outcome of a match, spreading the load across more players, whilst allowing more of South Australia's best talent to be exposed at League level.

“Not only does this amendment create alignment with all other state league competitions plus the AFL and provide an additional opportunity for a player at League and Reserves level each week, it minimises the influence of injury or injuries, particularly those incurred earlier in the match,'' Hurley said.

With the increased match day squad, the SANFL Interchange Rotation Cap will be lifted from the current level of 60 per match to 75 to ensure players will spend a similar amount of time on the interchange per rotation as they did in 2019.
“The introduction of the Interchange Rotation Cap in 2016 has played a role in reducing congestion and, since its introduction, SANFL scoring has compared favourably with other competitions. It was therefore important to strike an appropriate balance when increasing that number to accommodate the additional player,” Hurley said.

Other changes to the SANFL Laws of the Game for season 2020, adopted by the SA Football Commission yesterday, are:
• The introduction the AFL's ''3rd Man Up'' rule in ruck contests to ensure only two players – one from each team – compete at each stoppage.
• In line with AFL procedure, a warning now will be given to any team which transgresses under the 6-6-6 starting positions formation before imposing a punishment of a free kick and 50m penalty for any breach.

However, Hurley said SANFL's Last Disposal Out of Bounds rule will remain in force for season 2020 as a result of its success in reducing stoppage numbers, creating a faster game and higher scoring since being introduced to the competition in 2016.

There is also no change to the 25m penalty – despite the AFL's 50m penalty rule – in recognition of three SANFL Clubs (Norwood, Sturt and Glenelg) having smaller grounds than most at State League level across the nation.

In the Statewide Super Women's League, the Anti-Density Policy will remain to reduce congestion and encourage players to showcase their talent. SANFL's Umpiring Department will be reviewing the enforcement of the Anti-Density Policy after kick-ins, particularly revising the penalty from a breach to a free kick at the 50m line rather than 30m in front of goal.

I've been saying for the last 4 or 5 years the SANFL needs to have 4 on the bench.

Great rule change and of course another opportunity for someone to play League football.

As flagged by SANFL General Manager, Adam Kelly, when we interviewed him on SEN SA 1629 on Grand Final Day - the SANFL has resisted calls from above to remove the last touch rule for out of bounds, as well as maintaining the 25m penalty. A positive sign for the league that it was able to withstand the pressure from outside the competition to scrap both rules.

I don't think the pressure was coming from outside the competition, but rather from 2 teams in it.

If it was to be more in line with the AFL, what about adding time for ball-ups?

And, my big gripe, is the fact a free is paid against an attacking team in the forward 50 for the last disposal rule.  When someone gets a quick kick out of the centre, the ball can go over a pack without being touched, and rolls out of play near the behind post.  A free kick is rewarded to the defending team.  The ball then goes further away from goal.  Is this not against what the rule encourages?

Does the increase to 22 players increase the League / Reserves squad?
And in turn have impact on the salary cap?

Yes, I believe the salary cap increases by $10,000 now.

Increasing the interchange seems reasonable.

Not sure we need a third man up rule, it slows the game down. Also means that a team that doesn't have a dominant ruckman loses an option to gain an advantage or negate a loss.

Glad we kept the last touch rule. I was against it when it was introduced but it speeds the game up and eliminates the nightmare of trying to interpret if it was intentional or not. I'm a convert. Only change I would like to see is that if a player is shepherded off the ball so that they can't touch it before the opposition get a free kick, then a boundary throw in results.

The 50m penalty is too big a penalty on small grounds (and often on big grounds for minor transgressions).

The 3rd man up rule
Why is that brought in ?
It takes a few seconds for the umpire to ask who will go up in the ruck
In that extra time players have time to man up on loose players
AFL players in a few seconds can zone off


In the late 70s Norwood employed the 3rd man up as a tactic against Sturt
When Sturt had this first ruck combo of Davies/Bagshaw/Nunan
Rick the jumbo prince Davies was a master of palming the ball to a team mate
Too offset this players such as Johnny two eight elbows Wynne would be a 3rm man up to nullify the great Sturt BIG man
The advantage Sturt had is they had an extra player at ground level

Jumbo would be no good today as a ruckman.
For a start he's too short and the white centreline negates his tactic of coming in from the side, to quell the taller leaping rucks.
The modern rules have basically outlawed ruckman like the styles employed by the Jumbo and Super Carey.

Plenty of examples of VFL / AFL rucks like this too. Balme, Nichols among others.

Basically you need to be a 200+ cm beanpole with a good set of hands.
And a bit of nous to separate you from the rest. Aka Grundy and Gawn.
