By chuggalugging around at 40kms in top gears
More petrol usage ?
More greenhouse emissions ?
More wear and tear on gear boxes/clutches in manual cars?

You will be allowed to do 60km on The Parade though
However
Good luck getting to the 60km between Osmond Terrace and Portrush Road

Hutt Street will be trialled between Dec 15[2013] -June 20[2014]

Sections of Woodville/The Parade/Melbourne Streets may also be changed to 40km
Woodville Road,why ?
The Hutt Street speed changes went ahead, but were also abandoned
Perhaps the traders kicked up a fuss, and had it over turned ?

As for Woodville Road , I know of 2 people sprung thinking it was still a 60 zone
Despite the warning on the post, I was one of them, at 58kms
Ive now been sprung 4 times this century speeding
3 times in 50 zones, thinking they were 60 zones
The other time just below 70 in a 60 zone, I treasure that one

FINES ASSETT TESTED ?
A community based charity has called for fines to be made fairer for low income earners
In the last financial year 71,000 fines were paid by installments and delayed by up to 6 months , predominantly by those who cant afFORD it

The call wants fines worked out on a persons income
Using this logic if James Packer or an unemployed person was caught speeding, James would have to pay a higher fine than the welfare recipient

CURRENT INFRINGEMENT FINES
If you exceed by the following kms:
Demerit points listed in brackets
1-9.......$223 [2]
10-19....$417 [3]
20-29....$786 [5]
30-44....$926 [7]
45+......$1035[9]

SOLUTION ?
Perhaps the logic could be if you cant pay the fine within the prescribed time , you should not be able to drive until the debt is settled ?
Banning rather than fining motorists could perhaps be a deterrent ?

QUESTION ?
Should higher income earners pay higher fines than lower income earners ?

James Packer who just lost/gave $1 billion to his sister would have a driver, i agree there should be a scale for lower income earners, there should be a limit & a maximum though, a $300.00 fine could ruin one person/family for several weeks & others it isn't even a deterrent............obviously if you do not speed it doesn't matter........................................what irks me is when driving through roadworks (which are everywhere at the moment) at 25 kph & cars pass you & abuse you when going past, these idiots i wish would get caught before a road worker gets knocked over

Not only roadworks these days.
You have service infrastructure people that close roads.
A lot of development close to roads requires traffic management.
And we will see more of that with our inner suburban main arterials being rezoned to 5 stories.

Traffic management is now par for the course in this area, whereas once it wasn't so prevalent.

Basically, get used to it I think.

$437 fine if you run a red light as a motorist
$54 fine if you run a red light as a cyclist

Should there be a $383 disparity ?

131444  is the number the public can call to register a complaint against unlaw abiding drivers
2012-2013...16172 calls made
2013-2014...?
2014-2015...21304 calls made

In the financial year of 2014-2015 about half of all calls resulted in warning letters
Close to 1200 road users were either cautioned , reported or arrested

Lets get things into perspective
21304 calls made last financial year
In a 365 day year average calls unrounded are about :
1775 per month
409 per week
58 per day

OBSERVATION
About 58 calls per day is low, considering the amount of times that road laws are broken
Recently , I drove 90 minutes , up and back from Gawler , with a friend, for an Important matter
We counted the amount of times other drivers broke road rules
We observed that speeding was the main road law broken
In the last 75 minutes of the transits, we started counting
We did this after a whoosher flew past at about 110kms
In total we counted about 45 traffic offences in 75 minutes
That rate works out to 36 per hour

At this rate , driving one hour per day , I would have to make 13140 phone calls per year by myself to the hotline
If I drove 2 hours per day , at that rate , I would exceed the 21304 calls made last financial year by all callers !
Please note those stats are on one random viewing, with 2 people involved

ONE OF THE GREATEST FRANCHISES
I told the mate, what a great franchise it would be to be a road ranger
If one could collect say 25% commission on road offences
Your own vehicle fitted with camera devices , pointed at various angles
A radar device similar to a speed camera , and up up and away you go

Purely hypothetical :
8 Hour shift
36 offences per hour
288 per 8 hour shift
At $300 per offence = $86400
25% commissions = $21600 commissions per day !
Per week = $151,200
Per year [365 days] =$7884000 !
Those figures based on a 100% conviction rate
Even allowing for petrol or LPG/ wear and tear/all other expenses , that comm$$ion is $taggering

TRAFFIC WATCH
I am 100% totally behind it
Anything that leads to safer road use by all , has to be good

I mentioned a Road Ranger franchise
This is more or less happening with traffic police anyways
I have no issues with them catching road law breakers and issuing infringement notices
The more this happens , in theory more drivers will improve their poorer driving habits

BELT UP INCIDENT
Here is an incident I well remember
A motor bike traffic cop nabbed me for not wearing my seat belt
As he was writing an infringement notice , I asked a simple question
" How come you are fining me for not wearing a seat belt and you dont wear one on your motor bike?"
I thought this was a very  fair question
The answer was abrupt and  something like this :
" Have you ever pulled someone from a car injured or dying ?
I have, and some didnt wear seat belts , let me get on with day please."
I learnt an Important lesson that day

Seems as though you failed the very first test police conduct on a infringing motorist.

It's called the "attitude test", fail it, you get a fine, pass it with flying colours you may get a warning.

Interesting today
There were patrols on Regency Road /Churchill Road
I thought it was a breatho
I was pulled over , it ends up being a  random Driving License and Vehicle defect patrol unit
I passed all the tests
All the while thinking, its a slight interruption to my day , but a worthwhile exercise

SOUTH AUSTRALIAN ROAD DEATHS

There are 100 fatalities so far as of 15/12/2015

The worst year was 2005 with 147
The last 5 years including this year so far have been between 103 -108
Quite possibly as population increases, so does the amount of license holders
So the reduction in fatalities in recent years compared to 2004-2005 is heading in the right direction

Todays stoppage for a License and Vehicle inspection is warranted, as are any other randoms[drink and drug testing in particular]
These randoms might =the reduction of fatalities
Im happy to give up a few minutes of my life for any of these randoms

those phone calls would be made by a minority of people as most including me couldn't be bothered ringing up when ''something happens'' i see it a lot every day doing deliveries & yes it happens to me too, what irks me is two things, one people passing me when going through roadworks & trying to 'beat me' at roundabouts instead of giving way to the right as is the law, they do this in my opinion because they have a perception that a van is slower, trust me they can go as fast as any car

PUSHBIKES
If your bike has a puncture or a broken chain you can call the RAA for assistance
If the RAA cant fix your bike there is plan B , they will organise a Taxi to transit you to a bike repairer
